I'll put it this way.  We can neither force her to have the baby, nor not to have the baby.  

More to the point, we cannot look at this child and say that it is not our responsibility.   Yes, she is the one who chose whether or not to have the baby.  But if we choose to respond only to that, then more likely than not, we will completely ignore the needs of the child itself.  

We have to regard the choice of whether to have a child as morally neutral.  And therefore, to provide access for that child to a free and appropriate public education, a social safety net, and all the rest.
