I personally think that people who can't afford kids shouldn't have them. Point blank.
While you don't need an elite education to be successful, why bring a child into this world to suffer when you can't make ends meet, or you can't afford to care for them. Do you want children that grow up bitter and nasty because of their upbringing.

I think it does children an emotional favor when you don't breed them whilst living in such deplorable conditions.
