Would it stay in Vegas.
I think it has a chance of staying in Vegas. Isn't Vegas surrounded by enormous, nearly barren deserts? It seems that without a clear path to fresh victims the epidemic would be isolated. The slightly less zombified zombies might be able to drive or book a flight. That would be a problem.

The comic books didn't skip winter and freezing was highlighted during the farm story arch. It didn't happen in the TV show, however, because the farm story arch took place in the summer.

Are the undead like some threat to America's national security or something? Is the president the only person able to stop them, like the emporer in Oblivion? It would make sense if that were the case, I guess...
