I have gotten responses via email though.  I worked for a political organization recently that canvassed requesting people contact their senators, and it is best to call and write letters, or even show up if you can (we got a few thousand people to show up at our senators office once, that was fun XD), followed last by email.  I am going to write, call, and email, personally.  SOMEONE will read it even if it's an email, but if you take the time to write a paper letter they are going to take it more seriously.  Envelopes and stamps mean you mean business.
