Yes they are. I have also heard that SOPA is a long line of similar acts being whipped through all the Australian and European governments. Bad news.

With anon and lulzsec being so loosely affiliated and distributed, along with the botnets they control, such as the 'low orbit ion cannon' DDOS system that gets pointed at targets based on a vote system IIRC, I doubt they have been completely shut down. If nobody knows more than a few members personally, that decentralization makes an organization exceptionally resilient.
