My 'neighbors' keep opening the cable box, cutting my line and putting in a splitter to steal my connection. Everytime I catch them they just laugh at me, threaten to 'slit my white throat' or just drive away.

When I had Comcast (the company formarly known as TWC) come out, they spliced my line together and cut theirs shorter. It must of been good, because it took them a solid TWO HOURS to cut back into it again!! I get tired of calling to police and Comcast about this.

How can you rationalize with people that just don't care? I know that I'm socially awkward and prone to say the wrong thing at the wrong time, etc. But still I didn't ask for this!

Last time the police/Comcast were out, they noticed a different neighbor was running a line into my power breaker box!!!! They are stealing my power too!

the cable thief just lied to the cop, saying he didn't know 'nufin' 'bout this, and that he (pointing to me) must be trippin'!

Comcast comes by on Friday to rewire me again, remove the splitter again, and get it cut into again!

BTW I collect all of the hardware that I take off of the box!

I have never been in this situation.  I know from past experience that what you think you will do and what you actually do can be very different.  My first thoughts were fantasies of a dread bacteria in a transdermal carrier applied to the part of the wire they absolutely must touch.  In reality -- good locks on all utilities boxes.  Perhaps a motion sensitive alarm .... or tell them how to steal your cable without messing with your transmission.  If the cable company doesn't care enough to press charges and the police don't care enough to arrest anyone, at least make your life comfortable.  No quarter on electricity theft, though --- that is stealing from YOU, not a corporation.

they won't let me install a padlock/shackel on the box.
I'm thinking about coating the cables with pepper-spray so when they do touch them, they'll get itchy!

The last time Comcast came out, he spliced my connection together, and coated it with gooey silicone sealant! the tech left the empty tube in the box. So when the thieves broke into my box 2 hours after he left, they threw the empty tube in my patio!

I'm a peaceful, spiritual man, heck I even prayed for an 'accident' for Cheney when  he was under the knife getting has fib battery changed!

I suddenly want bad things to happen to these thieves!!

Silky, first, id that name a reference to Tenshi Ni Narumoni (I'm gonna be an angel!) If not Silky is a cool character with a BIG secret!!!

I checked and Comcast does charge a reconnect fee, it would cost me like $40.00.  Before the TWC switch, one (of the many techs that was sent out here) said that these service calls are ridiculous and they might shut off cable for the entire complex!

He also told me that in this entire complex of about 200 units, there are TEN paid subscribers!!!
