If you click New Thread, down at the bottom is an option with a check box
'I would like to attach a poll'
The box lets you designate the number of answer options. It would seem to me you check the box and go from there.

When you check the box saying you would like to attach a poll, it doesn't let you type in your question and your options until you've finished writing your new topic and you click the Post button. Then it takes you to another page where you fill in the question and options.
