I think there are a number of problems with the idea of creating a country for people with Aspergers syndrome.
The first problem I have is where would we put it? All of the places in the world where people can live are already occupied.
The second point is how could you keep the island free from NT's? of an aspergian man and woman get married and have an NT child would we have to kick it out of the country ?
In my opinion the best chance of creating somewhere called Aspergia is to buy an island or a piece of land and over a period of years build a complex which caters for the needs of people with aspergers syndrome. People with as would have the opportunity to spent time in an environment designed around them and that would be good for them.
