Have her chew on gum or something. The teachers don't need to know. >=D Not only that, but jaw working DOES stimulate the brain!
This would be easy if she were Sunny Baudelaire.
There are plastics out there that are used for doll heads that are hard enough to sustain from biting, but still soft enough to chew. Maybe you can get your mitts on some of that plastic and carve one into a pencil topper and give it to her to chew on?
