I never seen London, Lisa Simpson, Berdine, and the rest of the Disney characters as aspies Miss Jane mentioned.
But I do think Oskar from hey Arnold might have had it, here's why:
Oskar has troubles caring about other people and he tends to think about himself instead of others.
He is clumsy like in that one episode he is dancing on the roof with his wife and he keeps stepping on her toes.
Literal, in the same episode when Suzi is soaking her feet because Oskar kept stepping on them, Aronld comes out with two cup cakes but he trips and one of them falls in the tub Suzi's feet is in and Oskar tries hard to care about his wife's feelings so he asks her if she wants it because it's so small and tiny and she says "Not if you want it for yourself" (being sarcastic) and Oskar says 'Okay great,’ and eats the whole thing and she gets upset and so does Arnold and Oskar is clueless.
Doesn't have very good social skills, he’s an outcast, others don’t want him around, he has troubles relating to them and fitting in.
Lacks empathy
Lilo from Lilo and Stitch (as already mentioned) might have it because she’s an outcast and has troubles fitting in too.
I’m thinking Dil from All Grown Up might have it or just the traits. He is odd and different and he is an outcast but can relate to his own friends he’s had his own life since he was born. He is also clumsy too.
Sam from Benny & Joon probably has it. He is an outcast and he is eccentric, he has an obsession with Charlie Chaplin and Buster Keaton and even dresses up like him and does his moves from the movies.
That’s all I can think of for now.
Donnie from "The Wild Thornberrys" is a definite candidate for autistic characters. He talks gibberish, eats weird things, is easily distracted, and hardly ever seems to take any real notice of anything that anyone else tells him. Also, he is what some people class as a "wild child". Real wild children or feral children in history were often suspected autistic. But apart from anything else, Donnie is the coolest character in "The Wild Thornberrys" anyway.
I was also thinking "What about Sam from Benny and Joon?" Although he is not, technically a cartoon character.

I'm a bit confused about the difference between Donald Duck and Daffy Duck. Which one was the bad tempered one? Which was white and which was black?
Donald = Disney = White duck
Daffy = Looney Toons = Black duck
I thought Donald and Daffy were both kind of ill-tempered.

Anyway, this is fun. Here's some more. (Which I write on the assumption that some people know these and some people don't.)
1. Hyacinth Bucket from "Keeping up Appearances"
She's always missing other people's body language, and she likes things done her way, which doesn't always make sense to other people.
2. Reg Hollis from "The Bill"
He was described at one point as "Kind of flat footed" and is seen by other characters as the station oddball, and teased more than any other character. He is almost constantly making judgement errors, but is incredibly loyal to his colleagues and dedicated to his job.
3. Lucius Hunt from "The Village"
He has no interest in small talk, and says (Quote from memory -- forgive me if it's wrong) "If I have something to say, I will open my mouth and speak." His relationships with other characters are conducted strictly on his own terms.
4. Will Robinson from "Lost In Space"
His best friend is a robot.
5. The Flax family (Rachel, Charlotte, Katie) from "Mermaids"
... Also show some signs. Charlotte (Winona Ryder) and Kate (Christina Ricci) are both preoccupied with their special interests. Perhaps borderline Aspies?
6. Davis from "Tru Calling"
(Tru's boss at the morgue) He spends much of his time working alone, has very little social skills to speak of, and is the resident expert on just about every topic that comes up. No-one ever questions how he knows so much -- he just does.
Oh, and I was wondering... Possible to suggest the character from the Beatles' "Fool on the Hill"?

I absoluetly concur with Lili Marlene; Daria Morgondorffer has AS.
Even in her early days with Beavis and Butthead she was absolutely compatible to me. QED, she is AS.
Prof Frinke in the Simpsons is AS also.
I know it's not Animated, but Dr Gregory House should be considered also.
I wonder if Angela Anaconda could be a bit AS too.
She certainly has the idiosynchratic language patterns happening.

Ershin from Breath of Fire IV could be aspergian. She is very odd (constantly talks about herself in the third-person), expresses emotions incorrectly, is highly knowledgeable, says one of my favourite phrases often (apparantly so), among other things.
Although most of that is explained away by the fact that she is a suit of armour brought to life, because there a god was summoned to the planet via a flawed process, which was sealed inside the armour because it had no body.
Ami, Ami, Ami! I love Ami.
Zuko from Avatar is a good candidate, but I was thinking of his sister, Azula.

Mmm-hm, I mentioned Sailor Mercury before. I also mentioned Belle and Lilo before, as well as Prudence from Cinderella II. She returned in Cinderella III, so I'll just say "from the Cinderella sequels" now - although her Aspie traits were more apparent in the second movie. She was animated differently in the third. However, she's still herself. She just doesn't have enough screen time and most of her new screen time was taken up with slapstick. The slapstick showed something interesting about her, though. I can relate to it. She's very determined to prove herself as capable, no matter what the cost. She refuses any offers of help, because she wants to prove her abilities.
Maybe that's not the Aspergian stereotype, but it's what AS has done to me. I don't want to be viewed as a defenseless baby.

No, she's a psychopath (yes, that IS a type of mental illness)
She's clearly anti-social, but that in and of itself is not on the autistic spectrum. I'm just say she -might- be.
