I think it's because they are insecure with how they look and they don't want to be ugly forever in a photograph. Like "Ah, no!" sticks hand in front of camera "I never take a good picture!!"
I think it's silly.
It's also selfish because if the person taking the photo is a friend or family member, they probably just some pictures of you to put with their pictures of everyone else. It's not nice to deprive a current relative (or possible future descendant) of pictures of you just because you don't like the way you look.
