At what point should people stop trying to find a job and apply for a disability pension?

I am getting quite frustrated with looking for work.  I am trying to do all the suggested strategies for applying for positions and interviews but I am not getting anything but short assignments (one or two months).  I just do not feel that I can compete with nts for work.  But I have volunteer job placements begging me to come in.  

Do people who get pensions still look for work?  or do volunteer work?
I couldnt vote as I dont really understand the name. Is a pension the same as welfare(US) benefits(UK)?

If it is, then you should look for as long as you want to, and feel capable of.
If you are entitled to a pension at any time, then you should also ask for it.
I guess it is different for every country.  In Canada, a disability benefit is more than a general welfare benefit.  For a general welfare benefit, the person is supposed to be looking for work.  With a disability benefit, if the recipient has an income or is working, their benefit will be cut off.  I do not think that I could design the poll questions to fit everyone's situation.
I would only consider it an appropriate measure if I had exhausted all other possibilities and if continuing any kind of work would dangerously affect my health.  Too many other people need those benefits; I would feel awful being handed something like that if there were any alternative.
Actually now when I look at this poll question, I am confused.  I do not think that I did a good job with the question.  I am trying to ask too many questions at once.  Should I change it?
I'm not sure if you can change the poll questions after someone has voted.

I know that in the US, it's really difficult to get SSI which is the welfare income for those with disabilities. Because of that, I'd rather look for work than have to rely on that system unless my health was severely affected by my looking for work.
I think more of my problem is getting people to hire me and keeping jobs.  If someone can not find work because of their disability (or whatever people like to call it not being NT), then they need some source of income.   It is not that I can not work, I am just not able to do some types of work or work in some places successfully.
