I have just seen a tv documentary called Megastructures. Its a very good show, and this episode featured a huge man made island in Dubai.
They are making numerous man made islands for tourists, and for people to live permanently, one of them even replicates a map of the world.
They are able to achiece such feats because they are an extremely rich nation. I personally think that the island structures are overall bad for the environment and are unneccessary, but they are achieving on a mass scale what many of us would like with the homeland idea.
Many people think its impossible, I think it may currently be possible on a small scale, but what they are creating in Dubai shows that our ideas are entirely reasonable in the scheme of things, and that if we also had capital it would become possible.
And why should it be unreasonable if a group of people want to make a holiday resort or place to live?

It will consist of 300 small private artificial islands divided into four categories - private homes, estate homes, dream resorts, and community islands. Each island will range from 250,000 to 900,000 square feet (23,226 to 83,613 square meters) in size, with 50 to 100 metres (164 to 328 feet) of water between each island. It will cover a total area of 9 kilometers (5.4 miles) in length and 6 kilometers (3.6 miles) in width, surrounded by an oval shaped breakwater. The only means of transportation between the islands will be by marine or air transport."
If money is the only difference between a fantasy and reality I think it puts the whole idea into greater perspective.
