not enough information. I have heard of people having office in a large broom closet due to lack of space. It could be that some cloak room or other space was used to isolate the child if he was violent or needed quiet. It is the size of the space and whether being locked in was apparent. Locking a child into a toilet cubicle size space is cruel punishment. Using a study cubicle is not.

Well I doubt that that the human rights people would be involved if it was a cloak room.
