Cat, I do not wish to sound mean, but online petitions carry minimal weight at the best of times. There is no way to tell whether a signature is genuine or duplicated, and that generally brings the whole thing down.
If you really want to get the weight of popular disgust behind you, the best way is to have every individual participant write a lengthy statement of who they are, why they are disgusted, and what they would like to see done (hence my propensity to write to everyone and say "this is not good enough").

But there are benefits to an online petition that real life petitions dont have. That is that google can find it when people search for certain terms, and it can be then seen that people care about the children, and that people are disgusted and saddened by it all.

This is an excellent initiative by Catffeinated and I urge all our members and visitors to support this project by signing the petition and advertising its URL wherever they can.
