These types of thugs vandalize churches and cemetaries.
Any place that gets repeated vandalism will have their insurance company insist that they upgrade: better doors, windows with grills, alarm system or security patrol, video survellience. For sure this organization must have insurance of some sort of insurance, at least against student injury or abuse.
Obviously, the combination locks are useless because almost everyone knows the combinations and will steal them. They might only just watch someone open them and then wait to steal them. They should really have video cameras and automatic door/gate openers. Even the video survellience can help to assure that none of the children are in danger or being abused. Of course this all is expensive.
In the case of vandalism, the police are slow to respond and it is unlikely that they will catch the culprits unless there is some video survellience footage.
