Yeah-it sounds like a fancy type of tool perhaps to get the food to look organized on the plate? Like I have one of those lying around my kitchen
The recipe does sound yummy though!

We use to have condensed milk with fruit as a pudding when I was little. I still like it even now. 

One of the best simple condensed milk recipes I know is for an orange fruit dip:
1 cup of condensed milk.
1 teaspoon of grated orange rind.
2-3 tablespoons of orange concentrate.
Mix the above - voila! Then slice up some apples, and use as a dip...
