You all may roll your eyes after I say this, but one analogy that agrees with Stella are gun collectors. Sure, you can use guns for target practice and hunting. But, the average plinker and deer hunter does not need a street sweeper and does not need ballistic ammunition.
However, I think it safe to say that there are plenty of people that have these items in their possession without intent to use them for what they were intended.
But, more than likely he was going to end up getting someone hurt, regardless of his intentions. Reminds me of the kid that made enriched uranium (if I remember the story right). Started with a pile of smoke detectors, and went from there.
Who knows what this guy was thinking. When I read Stella's post, the analogy just jumped in my head. Some people collect strange things.

It's hard to quanitify if possesion = intent to use.
Afterall, most of America seems to own a firearm. It doesn't however mean half of America is premeditating to go on a shooting spree. I have a small collection of blade weapons, and training to use them, but it doesn't mean i have any intention of actually using them.
He was into toxicology, and he attempted to make Ricin, but, who's to say he was going to use it on people?.
Illegal possesion without a lisence is a crime, so he should held accountable for that, just like if someone owned a firearm without a lisence, or brought a knife onto the street. DX doesn't discount him from illegal possesion. But it shouldn't be assumed he intend murder.

Maybe he wanted to be a aspi mad scienctist, doing crazy experiments with crazy chemicals, possibly on having fun mutating things and maybe animals (hopefully limiting to bugs and reptiles, i hate bugs).
I would be far too lazy and socially too inadept for the streetwise to get much of anything off the black market unless it was a completly automated (little or no people communication) internet transaction. Most illeagle internet transactions require at least semi-competent realtime communication. I don't see me buying weed, poison or bomb ingrediants and such becuase I don't know any of such that are e-commerce systems. I can't even get accepted into a warez group (I tried a couple times when i was younger but now i don't bother and don't want the commitments, secrecy, or authority). I can however get illeagle surveilance and law enforcement equipment and cheap prescription without a prescription (or with a no-effort forgery because they never check) though as they can be bought over the internet without challenging my incompetant people skills.
