Disabled People's Freedom Drive, Strasbourg 2005

Dear Friend(s),

I am writing to you on behalf of the European Network on Independent
Living (ENIL), and the Disabled People who made the journey to Strasbourg in 2003, to request your active participation in our Strasbourg 2005 campaign.

The Southampton Centre for Independent Living (SCIL) was one of very
few British based organisations who attended the Freedom Drive 2003. We found the event to be highly motivating (reminding us what we are actually trying to achieve as Disabled People) and we strongly support the aims of the Freedom Drive; which are to achieve a European wide right to
independent Living and a right for all Europeans to have self-organised personal assistance services (like Direct payments in Britain)

SCIL was so motivated by the 2003 event, and so supportive of the
aims of the Freedom drive that we have agreed to co-ordinate the British
delegation for 2005. The aim of this letter is to encourage you and your
organisation to get involved in the 2005 event. Strasbourg is very accessible to get to and costs for transport and accommodation can be surprisingly cheap.

Disabled People in Britain are seen as far more advanced along the
road to empowerment when compared to many of our European brothers and sisters. SCIL is therefore determined to get many more delegates from Britain to attend the 2005 event.

The European Network on Independent Living undertook the first
Freedom Drive to Strasbourg in 2003. The purpose of this Strasbourg visit was to foster the active citizenship of Disabled People in the European Union, highlighting their common requirements to their European
representatives.

Although successful, in terms of the strengthening of solidarity
amongst Disabled People, this campaign did not realize the Eight Key Demands[1] it set out to achieve. For this reason a second larger and more publicised campaign will take place in September 2005.

The preliminary itinerary for this event is:

· 5th September: all participants arrive in Strasbourg.

· 6th September: meetings held with individual countries MEPs
and solidarity event.

· 7th September: meeting with the Disability Intergroup and
rally outside of Parliament buildings.

· 8th September: visit to the Court of Human Rights. Close of
Drive.

In December 2004 the Irish participants from our original Strasbourg
campaign came together to discuss how we could improve upon our
agenda for this year. The consensus was that although many of the objectives we would be travelling to Strasbourg for have not changed the playing field has.

Europe has a much greater geographical presence. Each countries
political representation has changed immensely in terms of names and numbers.

With such a new and vibrant political arena the time has never been better for us to demand our own much needed transformations.

ENIL are now asking all European member states to take an active part
in this year's Drive. By uniting and working toward a common agenda we
believe that we can make a real difference in September. This year the
campaign will be about much more than ENIL - it aims to bring people from all disability sectors together. We urge you to please work closely with us on this campaign over the coming weeks.

ENIL has asked each country is asked to nominate a National Coordinator. In Britain SCIL has agreed to undertake this task. This person/organisation will be responsible for ensuring their country has made all the necessary arrangements to make their participation possible and also for coordination of the overall Drive logistics. In addition they will be required to keep ENIL informed of their progress[2].


If for any reason your organisation will not be in a position to
participate in the actual Drive we would still ask you to please circulate this letter (copying it to me Ian@SouthamptonCIL.co.uk) to any other organisations youfeel may be interested.

If you feel you would like to take part in and make a real difference

We earnestly encourage you to be involved in the Freedom drive 2005.
We promise you that you will be fabulously re-motivated as a result of
the event. We all know that if we could achieve a right for Disabled
People to live independently and to have personal assistance services then we will have won a great victory for all Disabled People in Europe.

In 2003 we had about 150 delegates from all over Europe. This was the
biggest European movement of Disabled People in history. We made a
real impact on MEP's. In 2005 we want to have many more delegates
attending from many more European countries to enable us to make a real impact on the decision makers of Europe.

As one of the co-ordinating organisations, we encourage you to think
quickly about what involvement you can have and to let me know your interest as quickly as possible. As you will see from additional notes I also
include with this letter, we have some tight deadlines to meet for security
purposes amongst others. If you are able to email me with your interest I will build an email list for British delegates and get further information out

We have circulated this mailing to as many organisations we know of.
But we know some organisations are not on our lists. Please circulate this
mailing to organisations you know to help us out.

support and encouragement we can to get your involvement.

Notes from ENIL teleconference 9th May 2005


Why Strasbourg, Why 2005?

2005 is a good time for the 2nd Freedom Drive, as the European Union
have just started a new parliament.

MEP's have been in post 1 year, they still have 3 years to serve so
now is a good time to try and influence them and to make a real difference.

How do we prepare for the visit to Strasbourg?

It is important to establish links with your local MEP's well in
advance of the Freedom Drive:

· to establish a relationship,

· to make them aware and supportive of our demands and

· to encourage them to attend Strasbourg during the Freedom
Drive.


Documents will be produced by ENIL (European Network on Independent
Living) outlining our issues. We need a 'strapline', last time was 'Freedom
Drive, this time need something to more directly linked to Independent
Living, this time our demands will be much more developed, detailing what we are actually looking to achieve.

Organisations who are going to Strasbourg are requested to 'buddy'
organisations of Disabled People in one of new succession countries to
encourage them to get involved. This is particularly important for
those organisations which have links already (no matter how slender!) with other organisations in Europe.

Rough outline of how the Freedom Drive week is panning out:

Arrive Strasbourg: 5th September-8 sept

6th Sept: Meet individual MEP's

7th Sept: Rally outside parliament

7th Sept: Meet Disability Intergroup, hopefully in afternoon

8th Sept: Meet European Court of Human Rights

9th Sept: Depart home

Welcome event, food events, social events etc hopefully will be
organised (attending organisations are encouraged to organise such events)

Accommodation/Travel

Strasbourg is easy to get to, by road, air and train.

Whilst there is a lot of different accommodation available in Strasbourg, it
does get booked up quickly, so now is the time to book accommodation.

The Irish delegation have booked 50 spaces into a local hostel, are
are expecting 60 in their group. If you need help in finding accommodation look on local websites or contact organising organisations for any information they may have.

Security Arrangements in Strasbourg:

This year European Parliament security wants names of those attending
by 26th June, including names of Personal Assistants. Obviously time is
very tight. Whilst ENIL are trying to extend this deadline we are not sure
we can extend it so those attending need to ensure names are provided to organising organisations as soon as possible to enable the 26th June deadline to be met. If you are not sure if people are going to be able to attend, put their name down now; it will be easier to withdraw names later on rather than trying to add extra names later on!

Strasbourg 2003 DVD:

We have a few copies of a DVD produced in 2003 as a record of the last
Freedom Drive. This is an excellent DVD and provides ample motivation
to encourage you to make sure you don't miss out this year. If you would
like a copy ask one of the Co-ordinating organisations.
