I usually imagine it as either some place very cold and isolated (like Antarctica or one of the surrounding islands), or as a massive floating city cobbled together out of old oil platforms and barges and stuff (kind of like a crude version of the Freedom Ship,

An island in the indian ocean or somewhere in a lovely verdant region of Africa.

A country that sells rides in space capsules and fighter jets, might be willing to cut a deal on some of its more isolated regions, if there are any places that nobody lives in or would miss all that much if you bought it from them.
I'm not the one to talk, though. The coldest place I've been is the inside of a meat locker, at -20 F when it's just been opened.

How about Greenland? With global warming, it might be Paradise in a few decades.
I don't know anything about who all lives there now, but I doubt that it's overpopulated.
I wasn't being racist, I was referring to the fact that africa is currently pretty politically unstable in many parts, and there is a huge problem apparently with thieves and robberies.
Besides, much too warm, probably better than greenland though.
