I'm reminded of Charles Kingsley's words of wisdom in Chapter II of The Water Babies:
Did not learned men, too, hold, till within the last twenty-five years, that a flying dragon was an impossible monster? And do we not now know that there are hundreds of them found fossil up and down the world? People call them Pterodactyles: but that is only because they are ashamed to call them flying dragons, after denying so long that flying dragons could exist.

About as much of a hoax of a fossil as one can get. Fossil, it is not. Movie prop most likely.

It looks exactly like a prop from the pseudo-documentary "Dragon's World".
A great film (like "Walking with Dinosaurs") it used a combination of mock-ups and CGI.

just had a play with google (that just sounds wrong!!) it was called "the last dragon" in the uk - same film different title. And yep it looks just like it.
