It would probably be helpful to start by working out what we mean by culture. Is it ok for me to say "we" - I kinda feel like I'm butting in here, but I'm really inspired by this.
Anyway, what is culture? Those aspects of life which are not essential for life, but which give it meaning? Are we talking about all forms of art, and does this include architecture? Cultural interests and creativities will have their own dynamic, but it would be good at this stage to think about how important they will be and how they will be accommodated - physically and imaginatively.
Maybe think about clusters of studio spaces - in and around my beautiful underground/hilltop sanctuary!

Interaction of art and technology would be interesting to explore...

Imperial styling is very eastern bloc.
grey boxes, made from concrete like materials, with Gothic styling and finishing.

ok, the Palpatines Empire...if you are referring to the architecture seen on corusant, you'll also recall that most of that...city..?planet..? was build waaay before even the republic.
as for facilities that the empire built...most of those are grey, squat, prefabbed, cheap and Fugly
