Couple other things:
*Another advantage of saltwater purification is that the salt byproduct can be sold.
*Designing houses to use natural light would reduce electricity. Utilizing underground space would greatly decrease heating/cooling prices.
*We shouldn't limit ourself just because of a websites name. The chances are that setting something up on the mainland will way more practical.
*Before we figure out the details of this we should sort out who would be willing to be a part of it. I'm in college right now, but I plan on being a self employed artist, so if the location suits my tastes then I'll go along.
Perhaps you should go for the most cost effective option ;p

It's fun to write documents like this, but it's more fun to make progress towards the real thing. To start, this requires setting up an actual charity to hold all relevant assets and then to start investigating actual locations and the issues with each individual location.

To extend my earlier post; I think the best way to go about this is to conventual tech, arranged more efficient, innovative ways, and supplement that with newer less tested tech if it meets a certain cost/practicality.
