Although the insurgency have been known to use mentally handicapped people as suicide bombers, in this case it turns out that the women were not mentally disabled after all. Although people believed at first that they had downs syndrome, it was later found that the 'downs' features were actually the result of distortion of their heads due to the blast.

Still, killing several dozen innocent people is horrible on it's own
