I suppose Vancouver might have something about covering (in French) a Van (in English) - both languages being spoken in Canada?
The couver-part was the trickiest as it is not pronounced the way cover is pronounced and I'm not sure how Vancouver is correctly pronounced either. I guess that was what the riddle was about (a
shaggy-dog riddle then).
