Well no, but such weapons could be easily fielded by BOTH the American Army and the Iraqi Army, a tactical nuke is just a small shell really, can be fired by a Tank or Artillery Emplacement quite easily.

It doesn't compute. The Americans have much more efficient ways of destroying an ammunition dump than that. A single Cruise missile if its a soft target, or laser guided bunker busters if its a hardened target. And if its an underground bunker, a nuclear blast will so jack crap to it other than blow off its external entrance.
Either way, it only takes a small spark to set off one of those places, and considering the munitions present, a flash that bright wouldn't be unexpected.
Another point to note is the Americans dont want another Vietnam, in which the press document everything and turn the country against them. So they're not going to go using such a politically incorrect weapon with civilians in such close proximity.
