Um, the only one I really know much about is the Empire in Star Wars. Could you tell us a bit more about the others so we can make an informed vote?

The empire is inhabited by an unknown number of sapient species, and appears to be governed by a race of bizarre, artificially evolved Advisors (see below). And Shinra is the Shin-Ra Electric Power Company which rules the world in Final Fantasy 7 in what seems to be a cross between the cold war era USSR and Mitsubishi Corporation, it extracts the life energy of the planet (Mako) which causes a lot of pollution and is slowly causing the planets destruction ;p
Apparently FF7 was originally treated as a sort of satire of current real world events back in 1997.

And uh, the Combine utilize a device that disrupts your genes effectively stopping the populace from reproducing and eliminating sexual urges ;p it's cheerfully named the "suppression device"
